Dunno about the curly part, but there are such things as thinning shears. I think they basically only cut some of your hair off. So the overall look your left with hair with less volume.

Use a thicker product. Mousse is alot lighter than gel is so your hair has more room to vavoom up and out. Use a gel or paste and it will calm it down a little. I like using Aussie Spruch and spray also, it holds curls nicely

You can't actually reduce the volume of your hair, but you can make it look %26amp; feel thinner by getting a very layered haircut. I got layers in my hair, and it's so much more managable (It was thick and annoying before). I don't know what your hair is like now, but to get curls if you already have kind of curly hair you could use a curling shampoo like "Wash n' Curl." If your hair is straighter that won't work but you can use curlers or a curling iron. If you don't want to hassle with that every day, you can get a perm- my friend did that and it looks great!
